Management of Complaints:

NVC has been authorized to report any corruption with effective control by information collection, inquiry or corruption. NVC is receiving information such as the regular work not being performed or irregularities and corruption related activities information through different mediums. The Centre has managed the facility of hotline telephone service (4-224901) to receive the complaints and suggestions as well as from fax and complaint box information through post office. NVC is also accepting the information that has been published through newspapers and fact finding from the monitoring.

Any complaints and suggestion regarding the facilities and benefits provided by the Government and public institutions, can submit to NVC by the individual himself or published in the Gorkhapatra through suitable communication mediums or managed hotline telephone numbers(+977-01-4224901) and via Email (navic@nvc.gov.np) which showed increased in the number of complaints.

So far 459 complaints were received by NVC regarding corruption, irregularity, delay in program implementation and carelessness. Among 459 complaints, 293 complaints have been processed and other complaints are in the line of process. The complaints which required additional investigation will be hold in investigation process by performing the complaints management of the NVC.

If the corruption related activities are found, NVC will report to related organization regarding the received complaints. The details of the complaints will be understood through correspondence or sending ground team for preliminary enquiry. If any irregularities are found, necessary stakeholders will be made alert or attentive. NVC reports for necessary actions to the related organization regarding any other information or complaints.

Information Collection and Monitoring:

The regular monitoring is going on by NVC whether the Public service provider such as related stakeholders and Public organization are performing their work or not. During the process of monitoring, physical facility & environment, management of complaints, presence of staffs, distribution of responsibility, internal information system and decision making process, management of records & security of property, annual program & budget auditing, records of income statement and inspection and monitoring of related organization is being done. The weakness seem during the phase of monitoring is been sent to the related organization in a written manner.

Monitoring of Property Statement and Income of Persons holding public post:

According to the Anti Corruption act 2059, chapter 38, section "Ga" empowers NVC to monitor the individual property statement and income of the Public servants and gazette notice published by Home Ministry on 2059/5/3 has fixed the related organization to receive individual property statement of the Public servant.

The attached related organization below in the table who have responsibility to receive individual property statement details has been received through correspondence by NVC as part of monitoring.

In this context, as per the statement received from Civil and Police Administration, special class and first class officer had submitted the statement, most of the second class officer had submitted the statement and monitoring is ongoing who is left to submit the statement. All the minister of Government of Nepal, Secretariat of Judicial Council, Supreme Court, Prime Minister and Office of the Ministry Council, Secretariats of House were monitored where they have submitted the statement of property or not in a written manner.

The property statement is being received from Nepal Police Force and Armed Police Force. In this context, other Police Officers are also asked to submit the statement of property.

Awareness Creation Program:

The main aim of NVC is to organize a program related to awareness against corruption. It organizes seminar in the various districts including Government officers, head of the Public organization, members form civil society, journalist and intellectual persons to create awareness against corruption by presenting working papers. The important feedback received from such seminar is taken as a guideline by the center.

During the fiscal year 2063/64, a regional level seminar on "local people participation in corruption control" was conducted at Nepalgunj with the joint effort of NVC and CIAA. For the purpose to create awareness, 15 minutes weekly radio program was broadcasted for 15 times under the topic "Healthy Administration". Along with this 3 short videos were also prepared.

Technical Audit:

The practice of promoting quality of Public infrastructure and technical audit is new approach in Nepal but the importance of quality & technology has become the concerned subject matter since 1970 AD only. Adequate concentration is never given towards the quality of development activities and better services.


Five Years Working Strategy Plan:

The Centre is in rapid process of accomplishing the act of preparing five years strategy plans with assigned duties and responsibility towards specific goal.

The Prime Minister Madhav Kumar Nepal had visited the office of National Vigilance Centre in 31 August, 2009.
The anti-corruption program organized by NVC in Bhairahawa for Governemnt Employee, Civil Society, Journalists, NGOs etc

NVC has decleared Non-Gazzeted First Class(Typist) Mr. Anand Prasad Adhikari as the best employee of the year of NVC for 2008/09
